EPA's Lead Based Paint Renovation, Repair, and Painting Program
 
Many subcontractors are unaware that the Environmental Protection Agency's (EPA) Lead: Renovation, Repair and Painting Rule affects them.  Those who are aware of it may assume that it targets only professional remodelers, but this is not the case.  In fact, it applies to any contractor who "disturbs" at least six square feet of painted surfaces on the inside of a home or 20 square feet on the outside.  That means that contractors who install windows, insulation, home entertainment equipment or similar items in the target housing must become certified to do the work.
 
Another little-known fact:  EPA estimates that 200,000 people will need to be certified by the April 22 deadline, yet the agency has so far approved only 97 firms to do the training.  The Florida Home Builders Association (FHBA) is working in conjunction with the Tallahassee Builders Association (TBA) to bring required lead-based paint training to association members.

EPA Delays Enforcement of Lead Rule

The U.S. Environmental Protection Agency has delayed enforcement actions regarding training and firm certification requirements against remodelers under theLead: Renovation, Repair, and Painting Rule until October 1.

The EPA released the enforcement delay memo on June 18, explaining that contractors who have enrolled in Certified Renovator training with an EPA-approved training provider by September 30 will not face enforcement, as long as the training is completed by December 30. Click here for more information.
